It could be that CIBC has already sent The List of Credit Card Holders over to TD, for them to implement. But it seems clear that TD isn't ready to fully implement that data starting January 1, 2014.
TD's credit department doesn't know whether or not I am a CIBC Aerogold Visa customer.
I don't think TD's application approval process is going to also cross-reference my application with the list they just got from CIBC. And they're not going to put credit card applications on hold for weeks while they figure it out.

I think there's a really good chance an application for a TD Aeroplan card made in early January would be accepted, because their systems don't know that I'm going to be on CIBC's list.
The question is whether TD would rollback any introductory bonus offers, when they import my card over, months later.
There is the cost of a credit check score to consider. Definitely not worth the roll of the dice. Try and cancel today and see if CIBC will give you an attractive offer to stay. If not, cancel today and apply for a TD Visa tomorrow. Hopefully, a good intro offer shall be on the table.
