both are not the best properties in Paris. The Madeleine was nice when botique minimal style was in fashion. My last visits there, I received very small rooms, only a bed, desk and chair. carpets were worn and the hotel is in need of repair. the Louvre is just old, but pretty clean. better beds and overall style and amentites but again it is worn. I'd save the 12 k points and go with the Louvre. You may also want to try contacting the PHV, because they have open award space for me in the past without issue.
