I was using the UA's PNR, which NH provided, to access the reservation on UA's website. On the seat selection screen, each tab had the flight numbers. When I clicked on NH7013 that is where the message indicated please obtain seats at check-in.

OK, something was odd because that is not the normal situation
Can you now access seat maps? If so then whatever was blocking has been resolved.
The UA agents were probably confused because the typical question they get is for UA codeshare partner operated flight -- yours was the reverse.
