Question 1: How many cities/clubs have the "pay-up" bars?

Question 2: How many cities/clubs have tended bars that are not yet "pay-up" bars?

Question 3: If the "pay-up" bars are the financial success that some here like to tout them to be, why have they not been rolled out to the other locations that already have tended bars?
