Worth noting that short-haul rewards with Aeroplan do require less mileage. 15,000 miles vs. 20 - 25K with MP (believe AP short-haul is still based on a region system vs. MP where the mileage is based on distance - with the lower amount applying to destinations <=700 miles).
To clarify, for the reduced mileage levels to apply in either case, they must be on the program's own carrier. For example:

YOW-LGA on AC = 15,000 Aeroplan miles + C$172.16 (incl. fuel surcharge)
YOW-EWR on UA = 25,000 Aeroplan miles + C$99.71 (no fuel surcharge)
YOW-LGA on AC = 25,000 Mileage Plus miles + US$53.40
YOW-EWR on UA = 20,000 Mileage Plus miles + US$53.40
