Typically resort fees are per room (although IIRC when then were first introduced, some were per person) while service fees are a percentage of the total bill (although about a decade ago I was charged fifty cents a day as a housekeeping service fee at a nonMarriott in Puerto Rico). Service fees to some extent substitute for tipping. They're common in Asia and in very expensive properties in parts of the USA, Europe, and Latin America.
