Length is the biggest problem (although width can also be an issue, and sometimes even depth), as other posters have noted.

22" fits in all United OHB. 24" (the next step up by many luggage manufacturers) will have issues fitting in some OHB.

And you know that if United changed the rules and allowed 24", there will be some self-important businessman trying to cram in a 24" + 1-2" wheels/handles bag in the OHB, which means that half the plane will have bags going sideways instead of lengthwise.
