In my experience a service fee would be a gratuity for staff. It is not unusual in some international locations. I find it would be typical of all hotels in the market as opposed to a resort fee which is just an up charge on the room rate and would vary from hotel to hotel in the market based on what they think they can get away with.

Not that I support or like either.
