If you click on the upgrade eligibility link for fights after the cut off date (when DL says you are no longer eligible for the upgrade) it will say not upgradeable. (Upgrade EligibilityxDL424 - JFK to LAX: Not Upgrade Eligible)

We can hope that mileage upgrades will actually become available on these routes, but we can expect that DL will simply remove the "X" from the grid, or more likely continue to falsely advertise the option without changing anything.
