I was driving an Avis rental on the Autobahn in Germany and got a flat tire. I had a 350 euro charge on my bill for unknown "damage." I called Avis customer service and they are looking into what it is for and are supposed to get back to me within 2 weeks. The only legitimate damage this could be is if the tire were ruined. Am I liable for that?

I exchanged the car at a different avis station so I'm not even sure which of the 2 vehicles the supposed damage is for.
