I've got a full routine before I pull out with a car:
-Get in, start it & turn on flashers/headlights
-Walk around & document any dings or other damage
-Ensure both headlights work, and all blinkers
-Check the tires to ensure there's tread
-With states with registration stickers, check to make sure they're valid
-Get in & tap the high beams & brakes to ensure they work
I've gotten pulled over for a dysfunctional blinker, billed by Avis for pre-existing damage and had cars with nearly bare tires. It takes no more than 45 seconds to do the walk-through, but is well worth it.
