In both wings of Terminal one, if you enter at the arrivals level, there's a small windowless area at the back sing posted as waiting/meeting room. It seems to have some vending machines and plastic chairs. The rest of Terminal 1 arrivals isn't much more pleasant, although I think there are a few coffee places. Up on level at departures, there are a bunch of restaurants land side between the North and South check in areas. One level up are a couple more restaurants, IIRC fast food type, and an outdoor observation deck that is used by smokers.
While I agree with you my concern was what if my friend's flight was delayed or there was a line to exit immigration/customs so I ended up taking the transfer bus to T1 and meeting at the Starbucks on 4F. In the future I would probably just meet the person on 1F (arrivals level) near the bus stop as that is just as easy.
