They're unfortunately right.

To book those flights through the UA system, you'd need to use UA points and the UA call centre.

Air Canada / Aeroplan can only book using the AC system, which applies fuel surcharges on many airlines (including AC). Your alternative would be to find flights on your route that use UA or US aircraft as AC/Aeroplan doesn't apply fuel surcharges to those.
