Why does it have to be english? Personally for me I think it should be language of departure country and language of destination country. If I don't know either language, that's my fault and not theirs.
English is still considered an "official" language of aviation, at least where the ICAO is involved. I don't know how far that extends into the passenger cabin, but it doesn't surprise me that the basic safety info is given in English.
As for what language the FA uses when he/she offers you coffee, that probably varies.
