At PEK, luggage can be checked through regardless international or domestic connection.

At PVG, you need to reclaim luggage and re-check for an international-domestic connections in either direction. Never done an international-international connection at PVG. I believe that it has something to do with the airport. I once had a domestic-PVG-international on MU, and had to claim luggage and re-check it.
