The best I can figure out is that when Citi decides to deny someone, they need a "reasonable" excuse for why. The one they gave you is in fact "reasonable"; it's just that they don't apply it to everyone. No one knows why some people can get AA Bus card after card, and some people can't get a second one....
Have you already gotten a US Air card, with 35K US miles, eventually to be combined with your AA miles account? And an Alaska Airlines card, {or two or three, getting one every 3 months}, which miles can be used to book one way awards on AA metal, with the other direction booked directly with AA?
