I think this conspiracy extends well beyond A3...i've had tags stolen from bags somewhere between checkin and the baggage belt on:

bmi LHR-MUC-KIV
JAL KIX-PVG
Malaysian KUL-RGN

Clearly people working in airports around the world have issues with priority tags!
