If the tickets are mileage tickets and the broker in question did not disclose that the tickets were mileage tickets that could be invalidated by the airlines, then I think AMEX would process the chargeback, in the same way they would if you bought what you thought was a new iPhone, but in fact they supplied a broken, used one.
