That happened to me a couple of weeks ago.
F had one seat available. It went to a non-rev instead of someone in C. That left C full, and me #1 on WL in E+.
I've seen GAs do it both ways. I think it matters if there are revenue standbys, in which case they will do the op-ups, then fill the Y cabin with revenue pax.
