The touristy areas are walkable indeed, however there are parts of the city where you'd have to be in reasonably fit shape to walk up and actually cover the entire city, especially to get to some of the residential areas.
Hotels in Scandinavia -- even in smaller cities -- tend to be relatively expensive and poor value compared to what is had in other parts of the world with similar national GDP/capita figures. Norway is just a bit more extreme.
