I don't know about "3 star." It looks like little more than a hostel, with shared baths/showers and little else. Backpacker accommodations. The rooms look minuscule, even by business hotel standards, and it is pretty close to the rail yard. I am notorious for being cheap on hotels but this looks a little too basic, even for me.
On the other hand, it is very cheap for Tokyo, has coin laundry machines, a couple of guest-use internet computers (that will be occupied most of the time) and is pretty close to a usable subway station, which usually means nearby restaurants and convenience stores. The huge Ueno Station is only a few stops away so, if all else fails, you can find dining and services there. If you don't care about comforts or amenities, it will probably be a clean place to sleep.
