I think it guarantees you can purchase or bookd a Y ticket if none are for sale. Being bumped would be extremely unlikely for a SE, but I don't think that is the guarantee.

I used the Y force once on a YHZ-YSJ segment. Y was zero at time of reservation. Flight still departed with 2 empty seats.
