I had an experience at BWI D gates on 12/7.

I did my usual can't raise my shoulders. Put them up so my elbows were at rib level and hands at shoulder level. Screener tells me that's enough to go thru the scanner. I protested, asked him when that happened as I just went thru a couple weeks before and had no issue with that. He let me thru the WTMD "that time."

Is TSA trying to force more people thru the NoS with a "change" or was this guy just an idiot?

One thing that was good to see - I saw about 5 people opt out in the time I was waiting for my bags to come thru. Just as they'd finish with one guy, another would opt out. It was all men opting out though.
