Completely useless choice. OS is well aware that >50% of the people will neither use the miles nor the voucher. I consider this a cheap way out.

I think it's fraudulent to sell someone an upgrade well knowing that they don't have the full service. The fact that they provide letters and meaningless compensation proves that even OS believes there's an issue with the downgraded service.
