Onus is on them to accommodate you. However CA has a bad reputation when coming to FF tickets. They seem to consider these as a favor that they can cancel as it suits them.
yup, YOU need to be proactive and request anything with availability if you want BR/CA. Otherwise, Aeroplan can open up AC avaialability for you.
Anything but AC will most likely require award space to be available. For AC, they can create space.
If you end up on AC - they ARE NOT to charge you scamcharges. Your ticket is an involuntary even exchange.
