Are you using Google Voice from Hangouts on iPhone? If not, Google Voice actually dials a US number to connect you, so there would be no benefit.
If you have call over WiFi on your phone, then making calls to the country where you are roaming using Google Voice might make sense. Example: I was in Thailand. Calling a Thai cell number directly cost 20ct/min, using Google Voice over WiFi: 3ct/min. Again in that second option, Google Voice calls a US number which is free over WiFi and that number connects you to the Thai cell phone.
