The odds of a security threat being among the next 1000 people to pass through your local airport security line are practically zero. Why not pick 100 of those 1000 and send them through the Pre-Check line? The change in security margin is insignificant.

Randomness is the key.
It should not be random, either. All should receive the "Pre-Check experience" unless there is clear, probable cause to screen someone otherwise. No one should ever have to show and ID or BP to a government actor or submit to a background check of any kind. The TSA should no longer be permitted to infect our airports with their policies of harassment.
