TSA "Management Inclusion" in pre-check process - really?!

Passing thru security in BOS today. I go thru TSA pre check as per normal. Double beep, all good, except I'm thrust into a line that is clearly being fed by both general security and pre check. I think that perhaps they are not doing the expedited screen today but when I get close to the conveyors I hear "take only your jackets off ..." and it's the normal pre check. I think somehow the general security people must actually be pre check. Nope, that's confirmed as I hear many of them first confused that they don't have to take anything off and then just giddy. Ironically my bag needs a "bag check" (wife left bottle of hairspray on outside pocket) so I ask the TSA guy what's up. He looks at me and says its called "management inclusion" that they can arbitrarily funnel people out of the general security line thru pre check. Who also expresses a bit of disgust in it. Mind you, we're not talking about a few select people. They had redirected part of the general security line.

So what gives TSA? Are we just going to keep removing security measures until the next event? You know that feeling when you hope the people making these types of decisions are smarter than you but deep down you know they probably aren't.
