I decided to call first to see if I can do it in HK, and the people at Forever Bright say that I can still get a 6-month multi L for HK$1750, so it's not totally hopeless. Unfortunately, the Q visa requires some paperwork of my grandparents (apparently it has to be direct-line relation- no aunts/uncles/cousins) so I'd be getting my immediate visa needs taken care of first.
