While a lot of it may be luck sometimes, sometimes it is not and it is actually worth hanging back a bit and letting some pass if you notice a previously non-open desk ahead is about to open or if you want to avoid getting directed to the slower desks (as some agents drag their feet more than others and some kinds of passengers more frequently take longer to process than others).
