FAA requires that the carrier, UA in this case, file its rule with FAA and the failure to follow the rule is a violation of FAA rules. Up to $11,000 per violation.
Now, maybe UA could offer its premium and elite pax a special course in how to pack. That would be allowed !

force UA to be less generous than it feels like being. That is insane. It will never, ever, under any circumstances, happen in the real world. The real world is not a world of automatons.
