I think the basic difference is:
buy the Nor-1 and you are guaranteed that a room is vacant, clean, inspected and ready for you when you arrive.
Go with the Gold arrival and you are not guaranteed, but you will receive a room early IF a room is vacant, clean, inspected and AVAILABLE when you arrive.
Subtle, but big difference. I see it as the same as the upgrades and late checkouts - granted if available at time of checkin/checkout...
