I too think that "in a pinch" is not quite the right characterization for the gym. I personally rank it pretty high, quality-wise, but I am not comparing it to gyms in general, just hotel gyms. I think most all hotel gyms have some lacking in the maintenance department. It seems rare to find a gym where every running machine, elyptical, etc is working and even rarer to find the TV screens also all be working.
The commercial gym you can use through the Waldorf is a good in terms of equipment and in decent shape. It can be busy at the popular times, but I also prefer a busy gym over a dead-quiet, you-are-the-only-person-there- gym. For me, being in a bit of a crowd pushes me to exercise more.
Bottom line is that I use the gym at least once on every stay at the Waldorf.
