I also read about this recently. Since I am in Germany, the cheapest way for me to pull money (from USD to EUR) and deposit it in my German account was via a Bank of America debit card at a Deustche Bank ATM.

I've never been assessed an international transaction fee until November 2013. It is indeed 3%. I may have to switch to wire transfers since they appear cheaper to do now.
