If the itinerary is AMS-CDG-XXX, the pricing of the ticket will be based on the AMS-XXX route. Therefore it is pretty much impossible to put a price on the AMS-CDG segment? In some cases, when bought as a separate ticket, AMS-CDG might have been even more expensive than AMS-CDG-XXX!

Of course, the above assumes that the 'base fare of the ticket' means the base fare of the segment. If I have an AMS-WWW-XXX-YYY-ZZZ-AMS itinerary, I doubt I am entitled to 30% compensation of the entire base fare when downgraded during AMS-WWW only.
The base fare is only for the segment that you had a downgrade.Let's assume you have an AMS-CDG-AMS fare at $400 round trip, the AMS-CDG is worth $200 so you get 30% back ($60).For other itineraries the amount gets prorated eg an AMS-CDG-JFK has a through fare of let's say $1000,we divide the total amount by the miles flown so we get the cost per mile.We multiply that by the miles that your downgraded sector is so we can get the prorated value of the coupon (flight coupon ex.AMS-CDG) and then the refund is applied accordingly.Should you be downgraded for the AMS-CDG sector then the refund would be minimal but if you are downgraded for the CDG-JFK then the refund would be much higher mile wise and % wise (75%).
