December 24 is the day after a holiday actually. It's a weekday, so Costco shouldn't be crowded at all.
Yes, Christmas is not a legal holiday in Japan, but December 23, the Emperor's birthday, is. Some of the secular trappings of Christmas have gotten blended into Japanese New Year and year-end gift giving traditions, and Christmas Eve is the big date and bar hopping night in Japan, but both December 24 and December 25 are normal workdays.
