Nothing in either of OP's posts suggests that Amex did not seriously consider his dispute. I'm not sure he understands the process. The fact that the CSR with whom he spoke isn't familiar with his matter doesn't mean that a specialist didn't give OP's complaint a thorough review.

We still haven't got a clue what OP is complaining about so it's really hard to be more helpful.
