Amex USA - Consumer protection?

Good morning all,

I have a US Gold Amex card. I recently have got into a dispute with a company of which they have refused to refund me. I then disputed the charges via Amex and sent through all the documentation I have lost the case.

I rang up and was not able to speak directly to the disputes team as they do not take calls. I had to explain everything again to an agent who said that they would re open the case.

I have received an email stating that they contacted the merchant again asking for a refund?? Seriously? Obviously the merchant is not going to pay but my point is that the generic response from Amex clearly shows that they have simply avoided any of the points raised in my claim nor have they bothered to even check the documentation that I have sent....

So what is the deal with consumer protection? I know I can take the company to a small claims court to try and get the money back but I honestly expected better of Amex...or am I just wrong?
