How come UA business/first class intn'l award always shows domestic F/B unavailable

Im looking at booking first or business class award from SE Asia to US and only see mix-cabin results with domestic leg only in economy. Checked multiple dates and always mix-cabin shows "First/Business saver sold out or unavailable" on domestic leg out of SFO/LAX/ORD. Is there reason behind it?
