What is the motivation? Most airlines don't discount for minors unless its 2 year olds or less.

From Canada, passport is required, so can't get around the rule. I can see Canadians who have criminal records trying to circumvent the system to get accross the border. But with passports being the standard, passports will be checked.

I don't think the American system would refuse travel with criminal records, unless flagged by homeland security.
