The Chiba (Makuhari) Costco is the easiest to reach by public transportation. There is a
direct bus from Narita Airport to Makuhari Messe (Japanese page).
Time table (Japanese). You want to alight at the Makuhari Chuo stop and walk about 600m to the northwest. The fare is 900 yen each way.
Makuhari Messe hosts different event every week. If the event pertains to your interest, you can take a look around.
Otherwise, you can take the Keiyo line to Tokyo or Chiba City.
