1. Redeposit and reapply - I don't see how this could ever be disallowed on the current rules as there are many reasons for redepositing GPUs/miles. If agents were being a real pain you could call MP for the redeposit and then reservation to apply the GPU and nobody would be any the wiser. The danger with this approach is that someone snags the upgrade first (and within 24hrs this would prevent you getting on the waitlist)
2. Force through queued GPUs into R without redeposit - this seems to be 'against the rules' but most agents seem to do it in my experience, presumably because they know that it achieves the same result as (1) without the hassle of them calling the MP desk.
