The space available upgrades are on domestic USA flights operated by Delta and US Airways due to the airline status bundled with the Centurion card. The US Airways benefit is ending due to the merger with American Airlines. See here:

For what it's worth I think appealing to American Express based on discrepancies between markets is the wrong approach. You need to show them that another card issuer offers better value in Argentina.
