1. I emailed to JPMorgan Chase Corporate Office (through Investor Relations). The Executive Office ended up picking up the case.

It was way before the Bear Stern mess.

2. Written for Government agencies (as they are required to provide a response).

First - next time, please consolidate your posts.

I am not saying Chase has any policies regarding blacklist. However, a person will not be on the blacklist for no reason (At the least - Chase will have a motive to do such things, as Chase's action may be illegal to some extends). It is true that it is not always possible for you to know the exact reasons. But Chase will know definitely (it does not mean Chase will tell you).

In that case - Chase has full discretion on how far the blacklist can go. And that makes Chase's policy unable to interpret.

Also - I think it also relates to your internal customer rating as well.
