When your international flight arrives, passengers will be sent to either immigration or a security screening for those connecting further that day. There is a boarding pass check before going through airport security, which is necessary before you can access the departures area, including lounges. Those arriving passengers who are not connecting that day are herded toward immigration and customs, with no opportunity to go to lounges, which AFAIK at NRT Terminal 1 are all airside.
