Not just the weight is only 7kg which is truly very little amount unless your bag is feather weight, there is a size limitation. Please check that. Your US-allowed 21" would be much much bigger than it is allowed. Air Asia is no EasyJet. They have the carry-on bag drawing online with dimension - did you check the dimension? It is the size of a very small bag, similar to those some folks use to carry their files and documents around, definitely not the size of a normal carry-on even though it has the looks of such. I remember my reaction once I read the dimension - forget it, not only no way we can meet 7kg but the size would rule any of our smallest bags out.
You can only get away with the 7kg with a very basic backpack. A fully packed 20 to 21" mid-priced luggage (so it is not super light weight) would weigh at least 12 to 14kg. I know because we always check our carry-ons if there is no connection and have never lost our luggage a single time. My bag is 21" and often weighs 13ish kg. My husband's bag is 20: and often under 12kg. We travel light as we do wash and laundry on the road when our trips often are 30+ days.
Actually, if you convert the cm on the Air Asia website to inches, you'll see that the carry-on size would allow a "normal" USA rollerboard. But, as you've also noted, the problem is weight. I do think you're going to be at least 5 kg over on a regular bag. It's almost spiteful.
But at least they're selling the checked luggage cheap -- especially if you know about the "combined luggage" trick. As I said, the price is cheap enough that I don't think I'll try to sneak an "overweight" bag on-board. Still, it's frustrating when you're used to USA rules. Overseas carry-on policies often seem arbitrary and capricious to me, and Air Asia is definitely in that camp.
