If you have a DL AmEx card, you can get pay with miles for one cent per mile (with a bit of rounding). I think of this as the minimum redemption, plus it's good for any flight and any fare. So I would try if at all possible to get considerably above one cent per mile on an award ticket.

An exception might be if someone with PM or DM status might need the free change/cancel feature of award tickets, although of course this requires that plans be firmed up at least 72 hours in advance.
