Phone agents can absolutely rebook on OAL over the phone. Did it earlier this year and again two days ago.

To the OP - yes, UA can absolutely rebook you on AA for a cancelled flight, and should. As another poster noted, HUACA. I was flying DFW-IAD-JFK yesterday with the IAD-JFK portion cancelled in advance late Saturday. I called in and had them push my ticket over to an AA nonstop DFW-LGA. While AA had issues seeing the ticket, the point remains that UA did in fact rebook me on AA, and they should do the same for you.
