What kind of edits? Page extraction? Typing information in blank fields (like in a form)? Changing text that's already there?

The only free app I know that does any of these is Foxit Reader, which I think has a typewriter function to let you fill out forms. Otherwise, you're gonna pay. Foxit and CutePDF are both reasonably priced and solid choices.
