Many popular cashback sites (TopCashBack for example) have restrictions on country of residence and to where they will make payments. Permitted countries are often US/Canada/UK and sometimes a few other.

I have personally hunted a lot for CB sites with reasonable CB rates for the shopping sites I use, and who won't care about where I live and who will pay to any PayPal account in the world.
